Get into official gem repositiory

We'll get there when this gem and its dependencies reach a stable state.

I believe it would be advantageous to setup gem infrastructure and integrate it into rspec/unitests as early as possible.

Just if you wonder: somebody reserved the gem name 'dart-rails' on rubygems with an emtpy gem. I won't publish it on rubygems unless i've found a satisfying solution.

I'ts done. The former owner of dart-rails transferred the ownership. Kind regards!
