Allow creation of vocal star power sections #216

EOF was modified earlier to be able to store these, now all there is to do is 
to allow users to mark them and to update the documentation.

r697 adds the ability to chart vocal SP phrases, leaving the following tasks:
1. Update MIDI import logic
2. Update MIDI export logic
3. Update documentation

r698 undoes the redundant and unnecessary logic I've introduced for this.  I 
had forgotten that vocal star power was marked as a lyric phrase flag, which is 
the best way to handle it according to Harmonix's documentation where the vocal 
SP markers must line up with the lyric phrase markers.
