Custom per measure grid snap is broken #235

As reported here:

I find that if I even select a low number, such as 6 intervals per measure 
(time signature is 4/4), it operates as if I selected 6 intervals per beat 
instead.

In addition, attempting to increase/decrease a note by a custom grid snap value 
doesn't work.

Through testing, I've determined that custom per-measure grid snap was working 
in EOF 1.666.
