Imported chart anchors are out of sync with the source file #87

In the Fifa 99 chart, the chart file defines the last anchor as being at
timestamp 3:11:19, but EOF shows it as being at 3:08:42.

As per my PM, the chart file defines a starting tempo of 131.790BPM and the 
first
anchor at 6.373750 seconds. EOF loads it with a starting tempo of 150.706BPM 
and the
first anchor at 5.57 seconds. The tempo of 150.706BPM is supposed to be the 
tempo
that is set at that first anchor, but EOF uses it as the starting tempo.
