Fixes an issue getting the 'timezone' and 'shutdown' cfg vars for device IDs that aren't explicitly specified in kodi.config.

Resolves m0ngr31/kodi-alexa/issues/162

Made this a PR because there's a complementary change in kodi-alexa, so this needs to be on PyPi first.
