dpkg-deb missing on new OS X installation #261

The deb Target in the applesdk branch needs dpkg-deb to build a .dep, but XCode 
itself does not include this.
There should be a wiki page how to get that.

Hey Dave, I wrote up a Releasing wiki page including a description of how to 
find dpkg-deb.  Please have a look and feel free to add anything missing or 
non-obvious.
