Move YOG routines to own interface #10

Currently (https://github.com/m2lines/CAM-ML/pull/9/commits/5df40aa7ba38e3b3ddc6514f204668a705d7e1e6) calls to routines and the associated relevant logic are all contained in physpkg.f90

Now that proof of concept coupling works these should be abstracted out into a 'CAM-style' interface.

[x] Create a yog namelist rather than storing filepath variables in phys_control.
[x] Call yog_init
[x] Call yog_final
[x] Call yog_tend
