Repository Hygiene and preparation to be a portable parameterisation

One of the key objectives for this project is to have a standalone version of the YOG parameterisation that others can then adapt to include in their models.

This is the objective of this repository.

To do so we should look at packaging up, following ideas set out by @jatkinson1000 and others at X-VESRI.

We should include clear documentation:

• Of the net and the scheme
  • Appropriate parameter ranges
  • Versions (e.g. Griffin is currently training a future net that will work over land)
• Guidance on how to generally interface to an external model
  • The interface process to CAM is briefly described and some relevant files provided, as well as a link to our implementation in CAM-ML but could be improved
• General open-source best practices
  • Getting started instructions
• Refinine the standalone test rig of the cam-profile-test branch` as an example users can run to explore the parameterisation on a local machine
