Initial build process - removal of the relevant code from the SAM project and simple shell script with module building commands.

Great- this is what I thought too from eye-balling the dependencies.

The shell script is CSD3 specific, and the Makefile is currently non-functional... May want to consider rolling back this PR. Alternatively we could continue working to generate a working Makefile in another issue/branch?

Slightly less important as we will be putting this into something in the end, but we may want to make a small testbed program.
