API changes for v2 database model #1056

These are the API access methods to satisfy the F/E's support of the new model (See #649). It requires: -

an understanding of what's required from the API for the F/E and requires the model design (#1008)
in order to use it, some data (#1055)

Since this is needed for #1139 , and that is deep-purple release, this presumably need not be in the green release tickets.

In case this ticket in fact covers both #1139 and #540, I suggest to split into two tickets to handle them separately, in separate releases.

Current expectation is that this covers the "basic"/"essential" API methods to query the new table content. Any advanced filtering will be subject of effort that will be part of #540 (?)

The API to get molecular properties for LHS is part of this milestone or is it expected to work for bright green release (i.e. ticket #1139 )

Molecular properties is a bigger question - let's move to dark-blue release.

@mwinokan please create ALC3 ticket.
