Add up/down to Selected Compounds tab (RHS) #1109

Need that terrific up/down functionality to work on Selected Compounds list, on RHS.

Can currently be tested here: https://fragalysis-tibor-default.xchem-dev.diamond.ac.uk/viewer/react/projects/1178/1543

It works great.

If it's easy to do: can the arrows be made much more prominent - use the layout of the arrows next to the 2D molecule. image

(If that belongs to a different ticket, then please create it there.)

Other than that, this one is ready to be released.
