Authentication workaround for CAS outages #1455

Since yesterday's power outage of Diamond, CAS has been offline. What is the shortest path to a workaround for this and future CAS outages?

@alanbchristie says that #1451 and having a separate authentication pod will help to create a mock CAS
@tdudgeon suggests that a keycloak account linked to a FedID is sufficient

@boriskovar-m2ms is blocked and a keycloak workaround will not work as he will need CAS to instantiate the account with his FedID.

@tdudgeon please do implement the keycloak fix for this outage.

@boriskovar-m2ms your Keycloak account in DEV seem have your FedID as the username. Do you have a Keycloak password yet (e.g. can you log in through the left hand panel of Keyloak rather than CAS)? If not then I can set this up.

@mwinokan who else needs to have this direct access through Keycloak (e.g. be able to bypass CAS/ORCID)
