Bulk tag assignment 500 error on production #1530

@kaliif I have found another instance of a 500 error when trying to upload a metadata.csv to production.

In this case it's Flavi_NS5_RdRp under lb32627-71 and the CSV is the one I downloaded from staging. metadata.csv

Could you check the logs/investigate please

@kaliif says this is a relatively easy fix but #1263 has seen very little testing so there will likely be more edge cases

@kaliif says this is safe to push to production (staging assessment is being skipped because we don't want to clear Jasmin's carefully curated target)
