RHS upload warnings: skip mols with empty ref_mols and ref_pdb

This SDF causes many validation errors, including ones for empty ref_pdb and ref_mols. @kaliif please adjust so that:

• [x] empty ref_pdb values throw a warning and skip the afflicted molecule
• [x] empty ref_mols values are accepted and no inspiration LHS datasets are linked

I remember you said that supporting warnings in the RHS upload will need some work, but I think this ticket needs it

@kaliif if the empty ref_pdb and ref_mols are not easy to reinstate support for let's make a new ticket
