One of sites is checked - all L buttons are turned on automaticly #342

When some site is checked, all L toggle buttons are turned on (and the first P toggle button too). steps:

  1. the first one of sites is activated - checkbox is ticked.
  2. the system turned on every L buttons and the first P button automaticly.
  3. turn off all buttons - no buttons are actived.
  4. unselect the first site.
  5. Select the first site again - all L buttons and the first P button are turned on.

---> it is not required behavior.
