Set a threshold so that if I have more than X forge points (say, 8 or 9), the bot will invest in any random tech available to it (preferably one that's already invested in). This is purely to keep the forge points accumulating (which is why the threshold is there).
The bot should not "accept" or "complete" techs (maybe an option if necessary?).
