Can't use the option to install as a .vpk

Can you describe the problem?
Can't use the option to install as a .vpk

What's your installation path? #(you should blank out your username)
C:\Program Files (x86)\Steam\steamapps\common\Team Fortress 2\tf\custom

Where do you run the Updater from?
Desktop

What system do you use? #(xp, win7, win8, 64/32bit)
win7 64bit

Please provide any additional information below.
I tried uninstalling the HUD and the updater to try to fix the problem, but I 
still can't install the e.v.e HUD as a .vpk using the updater
