Does the issue persist in an unmodified game (when applicable) #NOPE

What steps will reproduce it?
1.Update HUD to 3.13
2.Run TF2 in 1280x1024
3.Watch at new 3D avatar

What version do you use?
3.13

What's your screen resolution?
1280x1024
