Changes for compiling with KSP 1.3 #40

Same code changes as #38 but does not include necessary changes to .csproj which breaks the build system.

I also recompiled the binary for people who just wanted a updated version to use: https://github.com/andrewcchen/RCSBuildAid/releases/download/v0.9.1-ksp1.3/RCSBuildAid.dll
