Read raw_post_data only in PHP 5.6 because of absence

v1 of pecl_http is already EOL and supports PHP from version 4.3 to 5.3, see https://github.com/m6w6/ext-http/issues/27#issuecomment-191649341 for a compatibility matrix.

No further releases of pecl_http-1.x are planned.
