[system] - Create proper "Zeus" apps (api/app) as the core to m8a #525

We currently have our developments being put into the starter-kit apps. We are at a reflection point, where processes for running m8a are demanding customizations particular to running m8a and no longer are "generic" to any app running in m8a i.e. for the scaffolding of an app.

To this end, we must make a copy of the starter-kit api and app and move them to the /apps folder.

See issue about moving starter-kits to their own repos.
