Add option to select semester for schedule planning #60

Spring 2017 will be the second semester for which Berkeley Scheduler will be available for schedule planning. There is some benefit to maintaining access to classes (and enrollment data) in past semester, and not much overhead since the data already exists. Being able to choose a semester to plan for also makes it clearer what semester is currently being planned for.

Readd access to Fall 2016 classes using the /fa16 prefix in URLs (compared to sp17 for Spring 2017). Then add an option in sidebar to switch between different semesters.

This is related to #56. Currently, rules for final times for schedules are hard coded, and correspond to those for Fall 2016. Move rules into data folder, so that rules for different semesters can be switched in and out.
