Add map_showloadtimes Config Value

Fairly simple to add, but it will prevent the flood of text that players
get when the map finishes loading. When showing load times along with
gameloaded.txt, it's far too much text at once.

An example in a map config:

# map showloadtimes
#  1 = show load times in chat when map has finished loading (default)
#  0 = disabled
map_showloadtimes = 1

Or simply change the times at which the information is showed. If it first 
showed the load times, then faded out, then showed the motd, that wouldn't be 
so bad.
