Some kind of "no ATC controller" support is required on the AI server for small airports for A/A communications with no controller.

Last [known] feature needed for this - A/G frequency definitions on untowered airports to tune/send/receive. AI aircraft currently timeout when they arrive at an airport for landing/take off with no associated frequency definitions.

For now this has been addressed by making AFIS frequencies behave like a tower. Full overhaul of frequency types is planned and some necessary updates are rolling out in AI Server version 0.9.2.5 (see #38)
