Dynamic date range filtering #432

For the LienAid work package:

When making a chart, allow users to choose a date field from a data source such that the x-axis is set to start from the earliest date for the given site, survey, or other entity as a relative date. As a result, for an example use case users will be able to compare progress at regular intervals between different water services providers. Options for the axis will be by month or by year.
