Dashboards on mobile #441

Dashboards can sometimes respond poorly to narrow screen widths. They currently enforce a minimum width of 1000px currently and then scroll when smaller, so they should work on mobile. However, the portal itself is not mobile friendly.

@rocketboy76 @Autio Do you have any examples of dashboards that behave particularly badly?

In anticipation of future projects that we are expecting in Haiti, we should start looking at ways to make portal visualizations behave well on mobile devices. The government has said that managers want to be able to see the data on their phones, rather than computers. It would be a good time for us to just think about what we would change if we wanted to have visualizations that did well on mobile. That was part of the idea behind Story view but I don’t think we quite got there.
