Hi there, I managed to unlock all the language settings on my A6600 which was originally locked in Japanese. I did it via Windows. So, here are my steps. I am no expert, but I share my step by step process including points that error's occurred (in case you experienced the same thing). It was based on: "https://github.com/ma1co/Sony-PMCA-RE/issues/381" with a few additional steps for the error which you cannot tweaks while in MTP mode or whatever and how I fixed passed that point. Files needed:

• Sony PMCA .18-18- This is the version I used "https://anonfiles.com/y1V5K7B7y0/pmca-v0.18-18-gd634e6c-win_zip"
• Zadig: https://zadig.akeo.ie/

STEP 1- A6600 Camera USB setting: MTP -

• If it is grayed out: It might be locked with Mobile Remote Control turned On
• Turn it Off to allow MTP as option. 2 - Download Zadig: https://zadig.akeo.ie/
  • This is so you can reinstall USB drivers on connected USB devices, I think. 3 - Open Zadig:
  • I listed all devices, chose from the drop down of devices: ILCE-6600,
  • Next: Selected libusb-win32 (v1.2.7.3) in the right box and clicked Reinstall Driver.
  • After the installation is complete, unplug and replug in the device.
  • Keep Zadig open to confirm if it worked. 4 - Open the PMCA, And Get the Camera Info
  • Note: There are 2 outcomes at this step either it will just work here and you can hit the Tweak ServiceMode OR
  • You will RECEIVE: MTP mode : "Error : Cannot use camera in this mode"
  • If you got this error then: Continue, (this part is that I did that worked for me)
  • Open your Device Manager, make sure you see the libusb-win32 that is your ILCE-6600 (it should be there) (or skip this step)
    5. On the A6600 - Unplug the USB and Swapped to Auto Mode on the USB Connection.
    6. Before you reconnect the USB, open your Zadig and be prepared to do a check.
    7. Plug in the USB - This part maybe time sensitive because the Auto Mode will go from MTP to Mass Storage.
  • The moment you plug it in, on Zadig check select the ILCE-6600
  • CHECK IF the WCID box is a checkmark. If it is then we can continue.
  • Wait for it to finish swapping to Mass Storage then unplug it again,
  • NOTE: What we are trying to do now is change the ILCE-6600 into "Sony USB Driver" I heard the computer detect it it started with MTP, and then disconnect MTP and it swapped to Mass Storage
  • Plug in the USB and before the camera swaps to Mass Storage
  • on the PMCA hit the Tweak Services
    8. This will cause a weird disconnect but the ILCE-6600 on the Zadig will now show "Sony USB Driver"
    9. Install a libusb32 on the Sony USB Driver (it probably has no driver), (Don't unplug the camera)
    10. Go back to PMCA, hit Tweak Services and Panel should open with the ability to unlock Languages etc.
