Fixing for OS X #18

Got this working on OS X 10.9. Maybe that's not desired in the main repo, but I thought I'd PR it just in case.

-encoding UTF-8 is required on all systems unless the locale is set to UTF-8.

Concerning @leq I would assume that the version of Texinfo too old, or do you know why it does not work? I will pull this, but I will change <= to @math{<=}, tell me if that does not work and I will add preprocessing to use <= if needed.
