upgrade xunit #23

I've upgraded the xunit package at https://github.com/rgl/xunit-chocolatey-package to 2.3.1. It just re-packages the xunit.runner.console nuget as a chocolatey package. It does this in the package.ps1 script.

Will you accept that change here?
