Bad Expression/Admin Command Precedence #237

From our email exchange:

  1. make certain a bad regular expression doesn't break the game (but removes the command and logs the error)
  2. make certain the "admin" command has precedence, so a broken usercommand doesn't prevent an admin from issuing admin commands.
