Changes Introduced

Do not rebuild if source files didn't change
Do not run after build
Do not rebuild before installing (only when necessary)
Mark non-file targets as PHONY targets

Hey @ThamognyaKodi, sorry to bother but since you added the Makefile in #8 I thought it would be good to get your eyes on this before merging in case it broke something for you.
