Slightly restructure for use as a library

This PR contains a few minor changes that we need in order to use catsHTM in Ampel. They are:

Make submodules (celestial, class_HDF5, params) daughters of catsHTM instead of siblings: this way, they are less likely to collide with the contents of other packages in $PYROOT/lib/pythonX.Y/site-packages/.
Raise exceptions instead of exiting: this makes it possible to keep doing other work even when catsHTM is configured incorrectly.

Hi. Sure. Will do it in about an hour when i get to my office. I thought accepting the changes was enough.
