Actually upgrade to rails 6 #64

previous attempt didnt work well OOB

Project is still in its infancy, opted to 1) build rails 6 project 2) copy all files to the new project, then 3) copy everything back. Took ~30mins

Specs passed, however rails wouldnt serve due to a yarn issue. upgraded yarn, now all. is well
