Size of Mapwindow, background image

So how big should the mapwindow be? Because for the small window the background image is too high but not wide enough, is it supposed to be as big as before when you can scroll or will it stay that small? Then I'll have to change the background picture.

At best, the map window resizes itself so that the whole map + labels are visible (but not bigger than the screen).
