Add separate do_hazard for linearization

• [x] modify the appropriate do_hazard variables on the c++ side to do_hazard_lin
• [x] hard code do_hazard_lin = FALSE in tmb_fun on the R side

Not exposing do_hazard_lin to the flex model interface layer
