Passing test of calibration of basic model with make_state on c++ side

• [x] create model with read_params("ICU1.csv") and make_base_model
• [x] use do_hazard = TRUE
• [x] use MP_use_state_rounding = FALSE
• [x] single time varying multiplier to calibrate

Passing test simple models can calibrate time varying multipliers if we set options(MP_use_state_rounding = FALSE)
