Vendor guidelines #11

This is my first attempt. This isn't intended to replace the CoC for vendors, but helps to clarify the CoC as it applies to vendors.

Good one, thanks! I like the idea of adding Guidelines, which clarify the intent we had while writing the CoC.

I would add a link to the CoC, to ensure it is read too. What do you think?

Yes, I was going to do that once merged, as I’m rubbish at working out what the URL will be.
