Disabling "Show Success Pages" breaks Forgotten Username recovery #495

What steps will reproduce the problem?

1. Disable "Show Success Pages" under "User Interface" settings
2. Try to recover a "Forgotten Username"

What is the expected output? What do you see instead?

Expected: A page displaying the username.

Instead: The initial login page.  The page which would display the username is 
bypassed.

What version of PWM are you using?

1.7.0

What ldap directory and version are you using?

2.3.43
