Several features have been moved from T2K repositroty Covariance

Added thread save random number
smarter LLH calcaualtion
Flexible osc covariance
remove fParDoStep as this isn't used
remve obsolete constructors

TH2Poly helper fucntions
Improved neutrino and target enums

mcmc

remove obsolete constructors
can set auto save value

batched acceptance probability is being printed
