Update CUDA common tools #40

CUDA removed its helper library a while ago, this lets us CPM it in and ensures the code compiles with GPU on

This has been pulled into this branch https://github.com/mach3-software/MaCh3/tree/Feature_CMakeV2

Since above mentioned branch makes huge rework of cmake I will close this PR but commits will live on
