Update Cuda build and furhter tidy

Exacutive summary

• Compile kde stuff again
• For modern cmake define cuda architecutre all which make maintaining much easier
• Define CUDA include only CUDA setup and cmake config, no longer do this in every cmake using gpu
• Tiny changes to make cuda prob gpu compile for T2K
• Minor tidy in cov classess like chanigng name from npars to _fNumParPCA, should be less confusing
• Update documentation and logger messages
• Custom MaCh3 error handling class
• More documentation
• In GPU utils same fucntion where copy pasted. Make new gpu utils lib, which help avoids this terrible copy pasting.
• Dumping of modifed yaml config for covariance
• Step scale based on LLH scan
• Sigma Var to Fitter Base
• using two underscored for macro is not recomended so changing it to one. Painfull but should lead to safer code.
• Minor updates to mcmc processor comparison util
• Due to TH2Poly set ROOT 6.18 as minimal requeiremnt.
• Update cov class and port knot capping from T2K
• remove interface poop...
• Use reserve and then shrin to fit in cov class, this way push back is faster and also we might reduce memory fragmnation.
• Add some new spline headers, they are supposed to help in unifing stuff between evebyeve and binbybin splines. Not SplineBase yet but common enum defines end fucntion. Small step
• Add clunky printer which cuda architecture is being used for compilation of a CUDA files. I found it usefull to udnersatnd better what cuda architectrue does.
• Prior value for PCA params

• Add statistical utils. This will be expandied furhter in future. There is pleny of stuff in ND280 code I want to migrate. But I think current header has still plentu usefull stuff
• Adding restrict to help fight alisaing

I've given this a reasonable skim and it looks fine to me beyond a few minor comments - but 80 something files changed is a little hard to check everything in detail

Sorry for a lot of changes, I agree this should be divided into many smaller PR. It is just for the last few year my PR were so rarely reviewed. Having multiple PR open made things difficult for me as I had to keep track which feature is where.

I can try to do better next time.
