wxPython prevent the WAIL Docker image from building #565

In #564 , an issue was reported with using the Docker file on Arch Linux. I tried to replicate the issue initially on macOS and ran into an issue w/ wxPython. A known issue occurs w/ the version of wxPython particularly in Docker containers. Updating to a newer version ought to fix the issue
