Add Sphinx docs #11

Add Sphinx stuff to the docs, so we can integrate the documentation into readthedocs easily.

Needs some workout, but it's working now: http://iepy.readthedocs.org/en/latest/

on README says "Documentation will be available at http://iepy.readthedocs.org/en/latest/" Shouldn't we say that is available there?
