It is not functional enough for an end-user. It is still missing a lot of emulated CPU instructions and all of the RCP functionality. A release will be made available when it is capable of running at least the simplest of homebrew.

and now?
The main CPU is complete enough to run most of the boot loader code. The next step is implementing the coprocessor CPU (the RSP) which seems to be a stripped down MIPS 32-bit CPU with vector instructions. Status: still not capable of running user software.
When do you estimate/expect a release for it?
I can't give estimates. There hasn't been any work on the project for nearly a month as there are other projects that I have been working on and I have very little free time. I don't know when I'll continue working on this.

Good luck on this. I've been following a YouTube series "Ferris makes an n64 emulator " in which he documenting making a m64 emulator in Rust language. Hopefully I'll pick something up to help out
Hey machinamentum I appreciate all your hard work on this, I tried making a simple snes emulator, and it ran at a cough decent fps...Well, hope it doesn't become TOO hard on you. Couldn't tell you the amount of times i ragequited on my project. Anyway, thanks for your contributions to the emulating community!
Can it be compiled yet? i want to run SM64
I mean I imagine it is compilable, but a better question would be if it could run roms. And if that's the case no it's not quite at that point yet. Definitely worth it to keep your eye on it though as this is a pretty awesome project!

Also as a note to machinamentum I really appreciate the work that you're doing on this! Definitely hope to see it come to fruition especially with the 3DS being one of the first handheld devices by Nintendo with an analog stick, almost seems fitting heh. Other than that though, just sounds super cozy to be able to run Doubutsu No Mori (Animal Crossing) on the same console that I can run New Leaf on. Wish I could help a little more, but I'm still yet to write my own Chip-8 emulator heh. Hope to see more progress on this and again I really appreciate the work you've put into the "emulation on the 3DS" scene!
EDIT #2: Also hey if you do need any testing to be done, I do have a New 3DS XL (USA), New 3DS (USA), and a 2DS (USA) that I can work with here. I know you may not need it at the moment, but just in case you ever do machinamentum I'm more than happy to help out in anyway I can with the project.

Unfortunately it looks as though it hasn't been worked on for about 9 months. Hoping for other contributors to possibly hop on board with this project. If there's anyone you know that may be interested feel free to spread the word!
