Minor edits to man1 and man3 docs #199

Whilst the edits were required, the main purpose of the commit is to test if it triggers a rebuild of the man1 and man3 index documents.

I suspect it will not, in which case the Makefile conditional tests need changing.

Well it produces an updated index in the preview, so hopefully that will sort out the production indexes too, without any change to the Makefile.

Deleting the workspace, as part of the daily scheduled build, had no affect at all, because the actual files within man1 and man3 were exactly the same as previously.

The second commit is unconnected but got attached because first remained unmerged.

Tidies up relics of troff directory designations in titles etc within man1 and man3 files
