updates to documentation #372

I finally got back and reorganised my fork to break out the documentation changes from the work on the the build configs so that we could semi-automate the merges. The changes to the README include:

added dependency and tools section header.
added list of dependencies to install by hand.
reorganised order of sections.
added cloudsmith keyring and sources.list updates

Sorry about the earlier botched PR.

Thanks, and sorry before with the hickup with including the cmake work before. I'll try to spend some cycles on that ASAP.
