This pull request implement the following functionality:

Basic configuration for Pre-Commit git hooks manager
Hooks from repository pre-commit/pre-commit-hooks for generic file formatting
Github Actions workflow to check for the required formatting and linting
Repairs to existing files from Machinekit-HAL source-tree which were in violation of the new rules
Mention in the main README about the new formatting requirements

The build failures on Drone Cloud were just a network issue and failing threads.0 test, our old friend. Restarted.
