Enable docs version dropdown #393

See https://github.com/pandas-dev/pandas/pull/45370 for similar work. readthedocs handles this automatically, so we'll lose it when switching to github actions + netlify (#387).

Likely not a big issue until a major version release (and only marginal benefits at this point / forever).
