hi i have one e1550 and one K3765 and one e169 both 1550 and 3765 are working 
but 169 give e allways Dialing after i try to make a call

try:  asterisk -rx "dongle cmd dongleXXX at+cvoice?"  If you get cvoice:1, then 
voice is not enabled...

Also try:
AT^U2DIAG=5 and then AT^U2DIAG=276 and remove the modem and attach it again, 
after
AT+CVOICE?
