Hi there I have 3 E169 I would like to know what is the best way to setup 
dailplan So  If 1st one failed it goes to second one second is buzy go 3rd one 
how can I do it please advice 

under datacard.conf 

there datac1 datac2 datac3 like that

Please have a look into sample extensions.conf.

Little confuse what is this 7941391 numbers come from 
exten => s,n,Dial(Dongle/dongle0/+79139131234)

This is a number you need to dial. 
+7XXX. is a number in Russia. It's just an example.
